Decrations not always saving Layer Z-Order

Repro:
create shape or border
Set to bottom Z-Order
Save
Re-Open
Decoration on top of button/buttons/ etc.

Confirmed, it is a bug and it is fixed in 3.1.12, the next version.
Templates you already saved with the problem: once you have 3.1.12, open the template with Load & Edit, select the decoration that comes back on top, press Bottom in Z Order and Save As with the same folder and name. That fixes it for good. New templates and anything you move from 3.1.12 on just work.
